The idea is to replace the existing boolean variables for controlling the operations considered by the planner ("enable_seqscan", etc.) with real-valued variables that just multiply the operation's cost by the value of the configuration parameter. This would allow a DBA to selectively favour or penalize the choice of a given operation by the planner.
